Clean Cyberspace, Joint Drug Control Defense

At present, criminals are increasingly using chemical industry platforms to purchase non-controlled precursor chemicals for drug-related illegal and criminal activities, which has seriously disrupted market order and damaged the national image. As an important pillar of the national economy, the chemical industry shoulders a key role and mission in drug control. It is the bounden duty of all industry practitioners to actively participate in drug control. To curb the spread of drug-related problems in the chemical industry and effectively safeguard the sound development of the industry, we hereby issue the following initiative to the national chemical industry and all its practitioners:

I. Bear in Mind National Priorities, Consolidate the Foundation of Compliance

The entire industry shall strictly abide by all laws, regulations and rules formulated by the state and relevant competent authorities, earnestly fulfill drug control responsibilities, safeguard industry safety, consolidate drug control defenses, and strengthen industry self-discipline. We will standardize the release of information on non-controlled precursor chemicals, integrate drug control into the entire industrial chain of the chemical industry, and incorporate it into the internal control and risk management systems of enterprises to further strengthen ideological defenses.

II. Abide by the Bottom Line of Compliance, Prevent Information Abuse Risks

The entire industry shall assume the primary responsibility for information content management. When releasing chemical industry information, enterprises must strictly abide by all laws and regulations. It is strictly prohibited to publish or imply sales or technical information that may abet or mislead illegal use in any form, and the use of codes, cryptic terms or other means to evade supervision is forbidden. Information release should guide legitimate and compliant industrial applications, safe operation practices and positive publicity of scientific and technological achievements, so as to ensure correct guidance and authentic content.

III. Strengthen Prudent Verification, Block Abnormal Transaction Chains

The entire industry shall enhance awareness of compliance review and risk prevention and control. In transactions involving non-controlled precursor chemicals and relevant sensitive substances, enterprises are encouraged to implement rigorous customer background checks and verification of procurement purposes. High vigilance and enhanced verification shall be exercised when transaction parties have suspicious qualifications, abnormal procurement or unclear purposes. Enterprises are encouraged to establish internal early warning mechanisms; where risks cannot be ruled out, transactions shall be resolutely rejected and relevant authorities shall be promptly informed.

IV. Pool Industrial Strength, Build a Collaborative Governance Structure

Safeguarding the overall image of the industry requires the joint efforts of every enterprise. The initiative calls for strengthened communication across the industry to form synergy in risk identification and experience sharing. Industry associations shall better serve as a bridge, organizing policy publicity, risk alerts and practical exchanges to improve the industry’s overall risk identification and prevention capabilities. Support shall be given to industry media and information platforms to spread positive energy, and extensively publicize the achievements and contributions of China’s chemical industry in safety, green development, innovation and compliance governance.

V. Adopt a Global Vision, Contribute Industrial Governance Expertise

Online words and deeds of China’s chemical industry directly affect the national image. Enterprises are encouraged to consciously uphold high-standard compliance requirements and standardize information release when conducting international business and exchanges. They should take the initiative to use international platforms to objectively and professionally elaborate on China’s effective measures and achievements in chemical industry and drug control, share the concepts and practices of sustainable development of China’s chemical industry, and contribute Chinese wisdom to global chemical safety governance.

A clean cyberspace benefits everyone; building a solid drug control defense is the responsibility of all. Let us act with a high sense of political responsibility, rigorous compliance practices and active industrial collaboration. Starting with regulating every piece of online information, we will jointly protect the sound development of the chemical industry, make new and greater contributions to maintaining the global chemical safety order, boosting the high-quality development of the industry, and serving the overall goal of Chinese-style modernization.
